All I know is what is on the picture. 
I would hope that it is something to replace base monkeys or to give the commander an option if the team is just not listening but that it builds really slow or can't move further than x from a cc or something like that.
Honestly, I think the whole idea is bad (I actually LIKE being base monkey sometimes and I think the team that doens't work together should lose), but if it is along those lines, I can live with it.

I certainly hope that is not the case either.  Allowing a commander to auto build anything outside marine start is just to much of an unfair advantage.
